Since the 1980s, the United States has become more involved in democracy aid (Carothers, 1999). The tools or strategies used are basically the same regardless of the specific country being aided (Carothers, 1999). These include: assisting with any national election and increasingly more assistance with local elections, assistance to the "major political parties" (Carothers, 1999, p. 85) in the country, "a parliamentary strengthening program" (Carothers, 1999, p. 85), working with officials to reform the judicial system, helping local governments to become stronger and more effective, "support for independent trade unions" (Carothers, 1999, p. 85), educational programs for journalists, and funding and training for NGOs (Carothers, 1999). At times, the U.S. will provide police aid and other types of assistance (Carothers, 1999).
