In recent times, there has been much attention given to indoor smoking bans and other measures to create a better atmosphere for people to live and work. Some say that the laws are not enough, or at least they are not effective. Is the enforcement of existing laws necessary to improve the quality of the air?
It does seem to be true that air quality could stand improvement. President Bush agrees and in fact just announced a new Blue Skies program that should help to clear the air (Benedetto & Watson, 2005). The new legislation, while limiting the amount of soot, gas and mercury, will also loosen some rules on large plants (2005). In fact, this recent legislation is part of a larger effort for the government to help to clean the air by implementing laws.
