The British would then increase participation in terms of legislation with the Indian Councils Act of 1892 ("British Raj"). The Morley-Minto Reforms, or the Government of India Act of 1909, would give the Indians roles, albeit limited, in the provincial and central governments ("British Raj"). However, Morley contends that the legislation was not really supposed to render India as a self-governing body ("British Raj").
