ABSTRACT

Philadelphia is facing numerous challenges, perhaps the most serious being that one-quarter of its population lives below the poverty line, the largest number of poor people in the ten largest U.S. cities. But the city is determined to reinvent itself and become a place where all residents can live comfortably and prosper. This paper draws on comments from journalists who are involved in the “Great Expectations” process and who have written about various aspects of city life to discuss Philadelphia’s concerns with such matters as crime, zoning, mass transit, drugs, alcohol, homelessness and education.  
Introduction
Philadelphia is known as the “City of Brotherly Love,” but the name hardly seems to fit a city known for its violence, climbing murder rate and other urban concerns. This paper explores some of the challenges facing the City of Philadelphia.
