The western world has come a long way but in other countries, such as India, children begin their working lives "as soon as they can toddle" (19). In an April, 1997 meeting United States President Bill Clinton took action to eliminate child labor in the garment industry (US Newswire). Some see this as too little, too late as it comes some years after the Kathie Lee debacle that had Wal Mart in a tizzy. Allegedly, Kathie Lee Gifford's clothes line was in part made by sweat shop workers, a good deal of them children. Clinton did implement new monitoring methods and his committees will continue to look into other forms of child labor is it exists in agriculture (US Newswire). Jon Eliot Rhode, Unicef's India representative, said that India has the largest number of child laborers of any country in the world (Pande).
