Because they're not Arabs. Sudan's government is an Arab dictatorship. Ethnic Africans have suffered discrimination for years and when they rebelled, in 2003, the government moved to exterminate them" (Pelley). It seems simple, but the situation is complex. Some demographic information may help to shed light on the situation.
Sudan is predominately black with 52% of the populous and an Arab population comprising 39% ("Sudan: CIA"). Clearly, one can see that the Arabs are in the minority in terms of numbers, but they are a ruling majority. The rest of the population is made up of foreigners, Beja and other peoples ("Sudan: CIA" ).
