The statement makes sense. It is after all a joke that suicide is illegal. If successful, prosecution is impossible. Still, this joke brings up the practical realties of suicide and that is, how or why would one want to prevent an individual from suiciding when he or she wants to die?
The general thinking is that the person deep down wants to live, or at least, with proper treatment or medication, the individual can live a healthy and happy life.
