I think that the statement that Hong Kong is a place of opportunity with room for upward mobility is largely true. First, the Hong Kong government is projecting a surplus of $12 billion Hong Kong dollars (about $1.5 billion U.S.) for 2004, and "an expected deficit of 10 and a half billion dollars in the coming year" (Hong Kong economic growth hits four-year high, 2005). The GDP is expected to grow at 5.5 per cent; inflation is projected to remain "modest" and government officials have forecast that "a fiscal balance will be restored in the operating account by 2008/9 as scheduled, and in the consolidated account by 2007/8, one year ahead of the previous target" (Hong Kong economic growth hits four-year high, 2005).
