...the Americans with Disabilities Act (ADA) was passed by Congress and on July 26 of the same year, President Bush signed this historic piece of legislation. Adding muscle to the 1973 Vocational Rehabilitation Act, the ADA provides unprecedented, comprehensive safeguards against discrimination for the estimated 43 million Americans who are disabled. Its provisions apply to state and local governments and to businesses with twenty-five or more employees (O'Rourke, 1994). While most employers today are aware of the ADA, many are still reportedly unsure about certain requirements, especially in the areas of training and development. Consequently, knowing how to develop workers with disabilities to their fullest capacity is a valuable tool of those managers who possess such information.
